The permanent memorial for the six people killed at Westfield Bondi Junction will be built one street away from the shopping centre, in the shaded pocket of Eora Park, after Waverley Council endorsed the concept design on 21 July 2026.
The garden is targeted to open in April 2027, on the third anniversary of the 13 April 2024 attack that killed six people and injured 12. It will give families, survivors, and the wider community a formal place to reflect away from the busy commercial area.
Waverley Mayor Cr Will Nemesh said the endorsement marked the first significant step toward a lasting commemoration. “This is the first significant step towards a lasting and formal commemoration of those who lost their lives, their families and loved ones, survivors, the Jewish community, Waverley and everyone impacted on that horrific day,” he said.
The project is being delivered with the NSW Government and Scentre Group, which owns Westfield Bondi Junction. Premier Chris Minns announced a permanent memorial would be created on 15 April 2024, two days after the attack.
The design draws directly on the flowers, cards, and messages Sydneysiders laid at Oxford Street Mall and other sites in the days after the attack. Those temporary tributes translate into floral garden theming, with a memorial canopy, garden screens, seating, refreshed paving, and accessibility upgrades planned for the park.
Eora Park sits on the corner of Hollywood Avenue and Waverley Street, a short walk from Bondi Junction station and Westfield Bondi Junction. Waverley Council selected the site for its quiet, shaded character and its separation from the commercial area, while still providing a direct connection to the attack site.
Stage 1 concept design was completed by an external landscape architect and endorsed by Council on 21 July 2026. Stage 2 design documentation is underway to produce construction-ready drawings and resolve technical issues before tendering. Construction is expected to begin late 2026.
The park will remain unchanged while design work continues. The garden will not open until the 2027 anniversary.

Unlike more formal sculptural memorials elsewhere in Sydney, the Eora Park concept prioritises floral theming and quiet reflection. The result is a permanent version of the community tributes that began within days of the attack.
